Option A
You publish the cartoon.
You cannot be successfully sued for libel because, even though the comic strip focuses on a particular public figure and his actions, the statements made are simply humorous. The Supreme Court ruled in Hustler Magazine vs. Falwell that in order to sue for libel there must be proof that the statement was supposed to be taken seriously. Given the nature of the cartoon, and the disclaimer, the public official would have no case.
